POI staff and contractors have decades-long experience in policy development and analysis in the State and federal government sectors, including:

• Governmental policy development focusing on populations with or at-risk for communicable diseases
• Analysis of the short and long-term effects of policies, procedures, and practices on consumers and care providers   

• POI staff conducted several studies and recommendations related to reauthorization of the Ryan White CARE Act in Fy 2000 and Fy 2005
• POI staff advised the HRSA HIV/AIDS Bureau regarding implementation of State matche, maintenace of effort, payer of last resort, and Women, Infants, Children, and Youth (WICY) provisions of the Ryan White CARE Act
• The HRSA HIV/AIDS Bureau has funded POI to conduct reviews of State applications to CMS for Mediaid home and community-based and other waiver applications
• POI staff contributed to materials regarding the Ryan White CARE Act payer of last resort policies for dissemination to CARE Act grantees and contractors
