In the 1980s and 1990s, POI staff conducting some of the first population-based
HIV cost and utilization studies in the US. POI also conducted cost-benefit and
cost-effectiveness projects regarding HIV antiretroviral therapeutics and
medications for opportunistic infections. Numerous federal agencies and
pharmaceutical manufacturers funded these studies. The results of these studies
were published in the New England Journal of Medicine, Inquiry, Medical Care,
Journal of AIDS, American Journal of Public Health, Journal of the National
Medical Association, American Journal of Managed Care, American Journal of
Health System Pharmacists, Pediatric AIDS and HIV Infection, Quality Review
Bulletin, and elsewhere. Some recent projects include:

payments related to HIV-infected beneficiaries in District of Columbia,

management services and inpatient costs among patients treated at a Northeast
